The CDM Information Service and Ecological Compensation Center

Build a more effective channel in the foreign trade between the two sides in the CDM projects. Since 2005, 1598 Chinese CDM projects have been put by the National Development and Reform Commission, There are CDM projects in China, but only a few projects have been registered, and a lot of projects that have applied to the CDM Development and Reform Commission but have not yet been approved, the cases covering a range of different categories, quality, buyers and sellers. Such a chaotic situation has come about mainly due to the severe asymmetry of information, the generally low level of capacity-building owners, the fact that the vast majority of these trade negotiations are peer-to-peer discussions, one side being very passive due to having had no experience, a loss of bargaining power, leading to a great deterioration in trust between the buyer and seller. Xie Zhenhua, the National Development and Reform Commission’s Deputy Director called for the establishment of an information service platform for CDM both to address such an issue and to provide  help to Chinese enterprises better for when they face foreign buyers.

This Center will be set up to allow the buyer, seller, as well as intermediate advisory services to find more reliable information to better judge the project and find a fairer price. This platform will be open, fair, just and follow norms. There will be standardized fees and systematic processes. At the same time, through membership registration, eligible members will to the greatest extent have access to strict reviews of project screening and due diligence,  affording buyer assurances as to the seller and DOE, thereby enabling easy project development.

The ecological compensation focus on building the VER registry system, we tend to realize registry function of the ecological compensation projects, and make sure we cango back to the VERs transaction history. After that, CBEEX will designate some verification organization (DOE), regulate the relevant methodology, and get more members, so that we are going to construct the biggest VER market in China. Finally, we will cooperate with some international exchange and contribute to the VER markets.
